Well the vocal minority of Anti-Vaxxers are causing Australia to fall behind the rest of the world when it comes to reopening, these people are spreading fear within the population so many otherwise compliant people are hesit.
Even private businesses such as Qantas don't know if they can legally force their staff and passengers to be vaccinated. In the case of Qantas this is ridiculous, for those not wanting to get the jab they are actually more protected if airlines require vaccination, so it's counter productive to oppose this.
