    When you are saying that you can't see the impact on car sales you are missing a lot of things.
    There are places where the statistics are very visible. Norway has 54% EV sales last year https://www.theguardian.com/environment/2021/jan/05/electric-cars-record-market-share-norway ) and even higher in the lately - 85% in June for instance https://insideevs.com/news/517969/norway-plugin-car-sales-june2021/. Norway are slightly ahead of the pack here but others are starting to catch up. France went from 2.5 in 2019 to 7.5% now and accelerating https://www.euractiv.com/section/electric-cars/news/electric-vehicles-sales-in-france-tripled-in-past-two-years/. Germany.

    A lot of countries are looking ar using sticks with on top of their carrots and looking to ban ICE sales in a not to distant future - Some in 2030 other somewhat later. Some initial date can be found here https://en.wikipedia.org/wiki/Phase-out_of_fossil_fuel_vehicles - For those that aim for 2030 that is only 9 year away where the rate will be at 100% of full EV or potentially hybrids or other non-ICE cars.

    The car manufacturers are seeing the writing on the wall as well. Volvo cars will be fully electric by 2030 https://www.media.volvocars.com/global/en-gb/media/pressreleases/277409/volvo-cars-to-be-fully-electric-by-2030. Ford will only sell electric cars in Europe by 2030 https://www.bbc.com/news/business-56084500 for the obvious reasons above and at least 40% globally https://www.reuters.com/business/sustainable-business/ford-boosts-ev-spending-aims-have-40-volume-all-electric-by-2030-2021-05-26/ and so on and so on.

    i am not surprised that a news source called oilprice.com and the tagline "the no 1 source for oil and energy news" is trying to find the positive straws to grasp here for the oil industry but things are changing and changing fast. So even if it might still might be to much of a hassle for some 18% in of first time EV buyers in California historically that won't last very long.

    Since Australia is far behind on the EV and clean energy it seems that many miss how big deal this is elsewhere and what is happening in other parts of the world. So while it is easy to miss where the world is heading but that doesn't change the fact that it is going there.
