Given that the 2018 vaccination rate was 31% of children under 5 and if the vaccination decline trend continued the current vaccination rate could have been 20% or less so it is more than likely that the vast majority of victims would be unvaccinated even if you think the vaccination doesn't work. From memory, the measles epidemic was already well entrenched before the emergency mass vaccination was ordered.
