Also, I just looked up a couple of numbers on the relative states of poverty in Tonga and Samoa. Both countries have about the same populations.

Samoa is slightly richer, slightly better access to electricity and a slightly higher child mortality mortality rates (17/1,000 vs 16/1,000)

Again, the only real difference related to this discussion appears to be vaccination rates.
