Your dates appear to be incorrect.
Here's the wikipedia page on the outbreak (caution - it's wikipedia - it could be wrong). It suggests the outbreak in Samoa commenced in September, with the 135,000 vaccine doses delivered in October, in response to that.
It's also worth noting that Tonga and Fiji haven't had any deaths yet (that I'm aware of) and both have higher vaccination rates than Samoa.
