Maybe, maybe not, I think this announcement may have caught the traders out a bit, I think they were still in their selloff and awaiting it to go down further for a re-entry but with recommendations coming in from the paper and Fat prophets etc, to the general public, the price just couldnt get down enough for them to make their usual pick up.
Just my opinion and I am sure I a right LOL
