They may intend to promote skII and Olay at the olympics with an intentionally low supply of the initial order of 200,000. That way the can build demand and hopefully, drive higher sales with a full rollout. It's quite a common tactic, much like Apple did with their iphones before we all got bored of them.
P&G may be dragging their heels on a higher volume commitment as they also may be waiting for a result on the Brexit vote. If their is a softening of the global economy, their strategy may be to order more Olay than SkII.
