Definitely seems harsh. Several old pits filled with water visible from the plane when you fly in to Darwin.
I believe in the past they were a lot more lax about rehab though. As well as this Cores tenements are relatively close to populated areas rather than being in the middle of nowhere.
Zero chance a lot of the current mines in WA will be backfilled, especially iron ore.
