Working with three Gov agencies is a nightmare. In my expreience, working with DoW, DMP and DER -which is where the permit is stuck is going to be very painful and very slow as they go back and forth wanting more information on this, more information on that etc etc. But at least dialogue is happening so we are led to believe. I'd put a realistic April deadline at the earliest.
This is purely my own speculation.
