Buyers are only guessing on the assumption that it's positive news...there probably right. The Chinese JV has been delayed, more than likely due to tough regulations. It's a very difficult market to crack, especially on the manufacturing side, but the rewards are usually high for those who succeed. This is due to the potential large vols. The sec stated "the co is currently in negotiations...." I like to think that this refers to the finality of negotiation(s), perhaps contracts, which commenced in 2004, for the sale of their air purification products.
