If DCC are planning to make a "killer app" and have enough bank roll, they don't need to go out and search for VC. Plot away quietly and market yourself when your app is released. Heavy marketing too early will give competitors insight on your ideas and may beat you to the punch. Remember Facebook was started in a student accommodation.
