Its missed deadline, followed by "oh we knew there were issues with our production ages ago and we're sorting it out..."
Its the fact issues and correction of the scale up were not disclosed to shareholders earlier - and also the fact these issues caused delays in submission for approvals BEFORE stricter requiremetns came into play - particularly in the EU with the Commons List register.
