This is simply PAscoms' back haul fibre distribution network . It's a Ethernet over DWDM and not a cellular network.
This is quite deceptive to suggest that anything from this is the case .
In fact they are like NBN are layer 2 provider, that is why other network proceed (Infosys, telcom etc have similar networks)
