Sadly, I think you're right on.
I've battled with "quitting" ever since I started, and the packaging is going to do little, if any good, towards reducing the number of smokers.
Cut the nic. content = 90% drop in smokers? (or more)
90% drop in smokers = no $$$$$$ for govt.
Pretend to care = no drop in smokers.
No drop in smokers = LOTS $$$$$$$$$ for govt.
Looks like last option wins.
