I think the time and opportunity for a negotiated settlement is long gone. It went to the final stages and hence whatever is handed down is handed down. POH aren't going to be able to negotiate the decision any higher and from what most have come to understand grounds for appeal are very very very very very limited. And thus the monetary decision is somewhat final.
