You don't say which State you are in and the rental control is different in each State.
But you should not any more money or even pay one cent without a court order
Go to you local rental/ Qcat, Vcat, Small Claims court and apply for a hearing
The paperwork is horrendous, the detail is stupid, the officials are typical small minded bureaucrats, but the laws are there for your benefit as well so use them to your advantage.
There will also be a tenants association in your state, phone them for advice, or consumer Affairs
