If they really want to sell, they would want to sell the shares at the best possible price. They will sell slowly throughout the day or week. But what I see is they dump big chunks when the shares start to rise and kill the momentum. This is intentionally to keep the price low.
However, both scenarios may be true. The shorters know the Chinese wants to unload and get the liquidity not getting at home. There will be constant selling pressure. The shorters take advantage of this and push the price even lower.
If they really want to sell, they would want to sell the shares...
