There's a lot of talk here about vaccines, and a little confusion. They are not all in the same basket. First of all, COVID-19 and HIV are different viruses, COVID is a coronavirus whereas HIV is a retrovirus; this means it converts RNA to DNA to reprogram the T-helper cell to become a virus replicator, then converts back to RNA and multiply. A vaccine for HIV is difficult because sometimes the T-cell it invades shuts down and becomes dormant. Think of it like a grenade which has the pin out, but doesn't explode. It could simply explode at any time later, hence a vaccine cannot tell the immune system to look for these dormant cells because it doesn't know they're there.

Coronaviruses on the other hand don't do this. They don't leave cells in a state of dormancy. Vaccines are difficult for coronaviruses; however, because of the degree of mutation they can undergo; although, they do often mutate in a deleterious fashion so they (usually) become less harmful over time - but not always. We have vaccines for H1N1 and H1N2 because they risked becoming global, but MERS and SARS (COVID1) didn't risk going global - they were contained in time. There is apparently one for Ebola, but not for Zika which really affected unborn children.
There is a very good chance of getting a SARS COVID-2 vaccine very soon (likely next year), but it will be a question of getting it out as quick as possible to as many people as possible, then producing annual vaccines as a yearly flu-shot.
