There are 2 ways I can see the travel bans lifted one is for some effective medical treatment to be developed probably but not necessarily a vaccine. Or the peak infection point passes and the disease is at a level where the number of patients needing high level medical intervention is lower than the capacity within the health system to deliver such care.
