    "Someone has been accumulating big time so they must be very certian they will be extended."

    The T40s over the past few months show a very clear accumulation by one party. I believe they are close to an 8 figure holding!

    The question is how can someone be so "certain"? What information would they have at hand that would make them feel so certain?
