The higher the frequency of transmission the the narrower the pulse width, because each pulse is just a slice of time and when you are talking in gigabits that slice of time is very small, the pulse width is small, so if you want to compare one pulse width or one set of pulses from one piece of test equipment with another pulse or set of pulses from another piece of test equipment that is sent via a USB connection into a computer it becomes necessary to be able to clock both of those pieces of test equipment to each other, otherwise the information will be meaningless, a normal USB is what they call plesiosynchronous which basically means free running and is not clocked to anything else, USB insync provides the clocking necessary to allow one piece of equipment to be clocked to another piece of equipment via the USB connection and into the computer.
