My understanding Bacchus is that there is not the necessary groundwork in place in the Angolan legal system to give the unfettered rights required and that some work needs to go into that.
As such, they obviously need Portuguese speakers to do the work more importantly than you would need people who were experienced with the Angolan legal system.
