Well I certainly agree with the comments re "Intelligent" Mag (rag). I was also with them briefly a few years back and bought into ROC and Croesus (!!!) on their recommendations. These guys trumpet their small wins and then just say "sorry we were wrong" when they stuff up, which seems often.
As far as ROC goes GSJBW have a "hold" dated 12.12.08. Their last research was 28.10.08 when the SP was 0.46 and they had a 12 month target on at 0.95. Might be a while before it sees $3.00 again but the market will eventually turn and ROC will go up along with anything else that has the cash to weather out the storms.
