My reading of this note is that tax and dividends that have been provided for on the Balance Sheet at 30June are taken into account in the FC balance.
So you will see that in Note 17 Trade and other payables there is an amount for Tax payable of $13.585mil so this has been taken into the FC balance but the dividend paid in late Sep18 of $11.574mil has not been provided for in the Balance sheet at 30June so is not included in the FC balance of $15.026mil.
So after deducting the Franking credits of $4.960mil from the payment of the Sep18 dividend you are then left with a balance of $10.026mil.
