I'm guessing its because the directors are trying to push a resolution through that has no benefit to minority shareholders and benefits greatly one of the executive directors.
I would be highly suspicious of the activity today, in such a thinly traded stock, when a sell down occurs triggering stop losses to $1.70 and then suddenly buyers instantly come back on up to $1.90.
Directors may be accumulating in order to ensure that the resolution is passed. Accumulation now in the face of the negative independent expert's finding and with a pending resource upgrade due in the next quarterly could be profitable for the directors in two different levels - profits from the inside trade plus the longer term benefits of the resolution.
