Each transaction should have a minimum cost associated with it. IMO it should be equal to what small investors pays for example equal to the commsec fee. So no more 1$ or less transactions each would be a real transactions.

So retail wouldn't have anything more to pay and those big trader with high speed connections to the market would have a fee for example a tax used by ASIC to regulate better the market.
