Re your question about whether new coal-fired power stations will be built in Australia. Premier Coal in WA has a contract with Western Power until 2030 for the supply of coal for existing power stations. Griffin Coal also supplies coal for power generation. After the WA government opted for gas for a new base-load power station, (instead of coal) Griffin Coal decided to build Bluewaters, near Collie, WA, as a privately-owned coal-fired power station. (Qld also uses both gas and coal for power generation, still mostly coal)

From this website: “The EPA considers that combined cycle, gas fueled power plants represent best practice for large scale power generation. The proposed 200MW coal fired plant will produce an extra 620,000 tonnes of carbon dioxide per year compared to a combined cycle gas turbine plant of equivalent capacity. The EPA has previously advised that it expects proponents to mitigate all or part of the extra greenhouse gases produced.”

So, the new power station got the go-ahead, but was required to have in place a greenhouse-gas abatement programme to satisfy EPA guidelines.

AVA has a significant resource of coal, it has the team to make a power station happen, would be good to have clearer guidelines on coal power for the Mid West, for the moment it is a "deregulated" energy market, with public and private providers, and an energy mix policy - coal, natural gas, wind.
