Yesssss. A scam. They tell you something is wrong with your computer (when nothing is wrong with it) and charge you to "fix" it.
They convince you something is wrong by directing you to the registry and asking you what you see(like normal processes) and then say "Oooo very bad, your computer is doomed, only we can fix it..." lol.
Many get caught....
