Don't worry about it. I took one more look after making the post and found it. It is called "Plantations 2020 Vision" and I have downloaded an interesting PDF on http://www.privateforestry.org.au/Plantations%20and%20Managed%20Investment%20Schemes%20Facts.pdf.
It shows the governments responsibility in all of this. They encouraged it but did not ensure that there was enough regulation in the industry.
