I read carefully and so should you.
Those are the reasons for the suspension, not the delay. Each time they ask for a suspension, it is BLK who give the anticipated date of when they think they can announce.
If they can't announce by that date, they ask for a further suspension with a new date as they have now twice done.
But the listing rules say they must also give a reason for the delay, ie. why they couldn't announce when they said they would.
Looks like BLK have trouble comprehending the rules.
