Because of the nature of counting Senate votes a double dissolution works in favour of minor parties and Independants. The major parties can expect to lose senators in a double dissolution election and thats why they are usually loathe to call one.
On present polling intentions there is no way that Liberal or Labor is ever likely to gain control of the Senate again and certainly not via a double dissolution.
