The announcement was widely anticipated. The problem is that VCR's market cap has too much success already priced in. It reflects the value you would expect around 12 - 18 months after FDA approval is granted, not before.
35 - 40 cents is around fair value right now, rising to around 60 cents about 12 months after FDA approval, and signs of decent market penetration. People just got too excited, too soon.
