I don't think it is "evil." It's just an unusual situation in this country at least for an individual of Mr Palmer's extensive interests to hold office while the government of the day appears to be reliant on his vote. The scrutiny that his position will bring to his business interests may or may not be enough to ensure that everything is done in the correct manner.
