One would think that since Apache are trying to generate $4B from asset sales, if they thought L8 has any potential they would have tried to sell their interest rather than relinquish it.
So this decision suggests Apache consider L8 is not worth enough to bother selling. Probably because they have decided after analysing Mbawa that the whole permit is gas-prone rather than oil-prone.
