For the time being I am going to go by the eye witness account of SBVB. "Seeing is believing" it may be more accurate then trying to interpret photos having not actually been at the site.
SBVB also actually spoke directly with JW and MT.
I thought somewhere it was explained that the commissioning was a step by step phase by phase process rather than the throwing of one switch. I would think it would happen over a period of time....probably not requiring that all construction be completed to begin the process.
Still going with the half full glass .
