Aphria have been selling AGH since August but only notified the ASX today - is this illegal?

Althea only lodged this information with the ASX today but they have known since August that their anchor investor (Aphria) has been selling down:https://hotcopper.com.au/data/attachments/1794/1794063-d620a6ae2ed78d54a893950d4ba011a7.jpg

It seems fundamentally unfair that AGH insiders would have known about this early selling and would have been pulling their own money out two months before retail investors found out.

Is there some ASX rule against this? Are they obliged to notify shareholders with a statutory period after a significant shareholder sells down?
