IPO allocations are entirely discretionary from the advisor / broker. I'm not sure if there are minimum account sizes but I am certain if you are able to open an account you "could" be provided an allocation.
I say this however, it then comes up to the advisor if they provide you an allocation as a way of getting some quick runs on the board but mostly good allocations go to the punters who trade regularly with them and have large accounts or good relationships.
But at the end of the day it's discretionary and at the end of the day the advisors are going to what works best for them.
