How do you propose to do that? It is a difficult task since history seems to show that the political leaders of emerging nations are most often trained in the universities of the "developed" world.
Any sponsoring/funding from rich countries to poor countries will more than likely be suspected of ethnocentrism...
How do you find followers in this daunting task if you don't start preaching by example in a spectacular fashion?
