We simply know that co2 has been in balance ( minor oscillations) for quite some time....
so clearly globally, if CO2 is raising then foot print is not negative.
now what I think your trying to say is that Australia has large coastline so it maybe that plankter can soak this up?... So suggesting it's ok for an island nation to pump out CO2 but not a land locked country?
firstly I do t think that's a fair approach and secondly it can't be correct I dont think. You'd need other nutrients to trigger such growth rates.
