Not being a smart a55 but i dont think you have done enough due dilligence nor do you have any concept of application release. They missed a day into a time line so what?
Its not even a contractual deadline, its just a timeline release to the public domain for an estimation of where they think or hope to have the application ready.
Do you know how many times a project manager has missed timelines on an enterprise arrangement?
Its almost a given most projects dont get delievered on time, i work with government departments in the professional services space and see this all the time. If WGL need more time perfecting the app with minimal bugs on release then they are being extremely smart about their strategic release. DYOR all IMO.
