CRCO isn't looking good.

The appeal is probably nothing but a delaying tactic by a council that wants to assert it's green credentials in a way that doesn't cost it any votes (the jobs/spending are in another councils areas).

I expect the worst case result would be another water monitoring point further downstream, but the real cost is the additional delays and the effect on funding of the oppies not being exercised.
