There was a rush from a number of environmental groups prior to the final date that appeals could be lodged. They made available a template on their sites for what you could send in and then just sign your name at the bottom. They advised you would just have to pay the $20 appeal fee. I doubt there is any science to majority of the appeals. I would say 90% of those who sent in appeals dont know what they are talking about.
