The jockeying that occurs in Pre-open at the best Bid/Ask are day traders trying to buy stock at the Best Bid price or
to sell stock at the Best Ask price without having to wait in the queue to get priority.
Its all predictable on the Algorythym that governs the Single price Auction (refer ASX for detailed explanation).
I';d be more worried about traders stuffing the Bid or Ask stack behind the priority Bids/Asks and then pulling before the opening or when the traded price gets too close to their Bid/Ask.
