It doesn't matter, but the ASX only insists on escrow for related party transactions or vending in property to a stock etc to protect shareholders. Consultants, contractors, drillers often work for part or all stock instead of cash with no escrow required. Usually when the company is short on cash and only then when they like the upside value to the stock. Who knows who the issue was for, probably it was a bonus structure for a consultant meeting pre-set performance hurdles. Company will know, but likely have no care or control over whether the consultant sells or not. WAF is also issuing stock as performance bonuses to some I believe.
