The time lag is usually 18 months from the priority date. In relation to the first one, click on the Espacenet link, and you will see that the PCT application WO2019099337A1 was published 18 months after the earliest priority date.
There are several priority dates which would indicate the addition of new subject matter.
The claims do not include SNN. The only mention of SNN is in paragraph [066]. There is no description of invention relating to SNNs. They have just thrown this in in an attempt to cover their (b)ases.
