My understanding is, this is more then mnw users can use Apple pay. And also gov. says you, credit card issuer(like four banks), don't have right to controll the whole payment transaction process compeletetly, other people like apple pay or mnw can have go too.

Credit card will be like high way/or electricity grid, every car (apple pay or mnw) can drive through after pay toll, and gov. has finally call for how much toll should be.

I make it simply to understand, may not totally correct.
