If you read about the approval process it sounds like the apple reviewer can send an app back for modification for an individual issue.
So rather than review the app as a whole and make a list of required changes, it sounds like apple can require a resubmission for each individual problem identified.
The whole process sounds very haphazard and frustrating for an app developer.
