Always a possibility (perhaps to demonstrate the technology/ health opportunity, to gain some core tech that they can build into their platform, or as an example in a dev kit that others can build on).
But I believe Apple prefer to own the consumption device, the platform and the sales channel. Ie. Phone, IOS, Store. They generally supply the core and enabling (commodity) apps and services as part of this ecosystem.
Apple then encourage and support others to make use of these, and the health kit is part of that strategy.
Don't get me wrong, not a downramper, think this is a great product that will fly and could become a standard bearer for mass mobile diagnostics. Apple is a long shot though.
