folks who don't want to take the offer would have sold their LPDR rights for a free profit on market

also, the prospectus says:

Allocation of the Shortfall Shares is at the absolute discretion of the Directors, in consultation with the Underwriter. There is no guarantee that Eligible Shareholders will receive Shares applied for under the Shortfall Offer.
