Does NEO's announcement today indicate a firming up of the intention to take more control of its direction in California?

NEO has decided to appoint a Petroleum Engineer to its office in California. Although he will be working with the "core team of geo consultants Nuenco has worked with to now", IMHO it indicates that the company intends to have its input into decisions and thereby a better feel for what is going on.

Hopefully there will be a better focus instead of having to rely on the other team ( the Operator) to call the shots completely.

There also seems to be hope still held out for SELH gas actually making it into production. Wouldn't that be a plus.
